One Flew Over the Cuckoo’s Nest: Virginia Using Psychiatric Institutions As Expensive Substitute for Foster Care

We have been hearing this more than once.   The misuse of a psychiatric institution by Arlington Virginia DHS to house a perfectly normal child in foster care in order to isolate her from her family.

Foster care is supposed to help a child reunite with their family.  However, Arlington DHS has used psychiatric institutions — funded by Medicaid funds to foot the bill — to isolate normal foster children from their families.

One psychiatric institution used for this improper purpose is run by Hallmark Youthcare Richmond, which is based in Macon, Georgia.  They have a location just outside of Richmond where one foster child, AMOB was placed when Arlington DHS sought to keep her away from her loving Mormon family.   The organization is run by J. Thomas Mcafee, III, who is also chairing the development of a hymnal entitled Celebrating Grace Hymnal http://www.celebratinggrace.com (http://www.celebrating-grace.com) which released on March 7, 2010 at Second-Ponce de Leon Baptist Church in Atlanta, Georgia.  (http://www2.mercer.edu/News/Articles/2007/070213Hymnal.htm).   The facility is licensed by James W. Stewart, III, Commissioner, Mormon, Virginia Department of Behavioral Health and Developmental Services.

This appears highly irregular and a misuse of taxpayer dollars — with the facts strongly suggesting that Medicaid fraud is involved.   Is this being done for a kickback like what was happening in Pennsylvania?  Once again, Arlington DHS fails the children of Arlington.

Has Arlington backtracked on its commitment not to outsource foster care?  Arlington reluctantly discovered what a bad idea it is to take children out of their homes
